The phased development strategy which is used for bringing the master plan into being ensures comfortable living conditions for resident, attractive returns for investors, and a full-fledged and continuous development of a residential community — roads, utilities, social and cultural facilities and other infrastructure components will be built concurrently with dwelling construction, taking into account annual population growth.

Implementation of the Project should take from 30 to 35 years. However, already in 2007, work in several sections will have started. This will involve construction of economy-class multi-storey buildings together with nonstandard low-rise apartment buildings intended for more prosperous social groups. Furthermore, it is planned to launch construction of the Business Centre and begin development of a lateral highway connecting the city of Solntsevo (to the west) with Butovo and the city of Vidnoye (to the east). 

The Project’s self-sufficiency implies a wide product range, covering almost all market segments. In a few years, this area will feature several products supported by the required road and transit infrastructure, utilities and public facilities.
